[PretzelPark] Dog Park Water Fountain -- Still Off

Our apologies to the dog park users.  We have been unable to turn on
the park water.  The valve is at the bottom of a deep pipe which is
flooded from high ground water.  We have been unable to find the valve
by feel and our attempts to drain the water were unsuccessful.

We are seeking help from Parks and Rec who may be better at it then we
are or have better pumps.  In any event we will get the water on as
soon as possible.
