Manayunk Neighborhood Council is a Registered Community Organization (RCO), and has been since the program started in 2014.

The Planning Commission has created some information videos on what RCO's are and what they do along with information about Zoning and Civic Design Review.

If you've been involved in a local civic recently this will probably not be new.  If you haven't been, it's a good primer / introduction to zoning concepts.
